The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's vital need on international aid – a dependence that regional partners are evidently unprepared to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to surrender the territory that it presently holds in Ukraine's south or east.

The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until circumstances change in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
